This book discusses Regional Economic Development Based on Environmental Sustainability. It covers the basic concepts of regional economics and sustainable development, regional potential and competitiveness in regional economic development, environmental sustainability-based regional planning, natural resource management for regional economic development, the green economy, and regional development transformation., sustainable infrastructure and regional
development, climate change and regional economic resilience, environmental policy and regional development governance, and innovation and sustainable regional economic development strategies.
Regional economics and sustainable development are two schools of thought that, throughout the second half of the 20th century and into the early 21st, developed relatively separately but are now increasingly inseparable. Regional economics arose from the need to understand why economic activity is concentrated in certain areas, while sustainable development arose from the realization that unlimited economic growth threatens environmental carrying capacity and intergenerational equity. This chapter serves as the starting point for all discussions in the book Regional Economic Development Based on Environmental Sustainability, as it is here that these two schools of thought converge into a coherent conceptual framework that serves as the foundation for all subsequent chapters.
Regional economic development takes place in a heterogeneous space. Each region has a different combination of natural resources, human resources, economic structure, infrastructure, institutional capacity, market access, technology, and environmental conditions. Therefore, uniform development policies do not always produce the same impact. Place-based development emphasizes that policies need to start from the assets, constraints, networks, and opportunities specific to a place, so that local potential can be transformed into productivity and well-being more effectively (Grover et al., 2022; OECD, 2025a).
